ANDOVER, MASS. — David Morales has been named general manager of UniCare, a Massachusetts-based health benefits company that offers commercial and Medicare plans to members insured through the Commonwealth of Massachusetts Group Insurance Commission (GIC).

Morales comes to UniCare after founding his own advisory practice, which specialized in management consulting, strategy, and regulatory innovation. Prior to launching his practice, Morales served as chief strategy officer for Steward Health Care System, where he led strategy, accountable care development and payment innovation.
Prior to joining the private sector, Morales held several public service roles, including Massachusetts Commissioner of Health Care Finance and Policy, and prior to that, as deputy chief of staff to Gov. Deval Patrick, managing cabinet affairs and health care policy. He also served as a senior adviser to Senate President Robert E. Travaglini and as an adviser to Speaker of the House of Representatives Thomas Finneran.
Morales has a bachelor’s degree from Bowdoin College. He serves on the Bowdoin College Board of Trustees, the Rennie Center for Education Research & Policy Board of Directors at Harvard University and the Lynn Classical High School Board of Directors.
